According to authorities, the fatal accident occurred around 9 p.m. in the northbound lanes of I-95 near the Columbus Boulevard exit in South Philadelphia. Investigators with the Pennsylvania State Police said Netsia Philogene, of Claymont, Delaware, was driving a black Toyota Highlander when the tragic sequence of events unfolded.
Witnesses told investigators that Philogene was attempting to merge between two vehicles when the SUV reportedly struck another vehicle. Police say the impact caused the Toyota Highlander to lose control before crashing into a barrier and rolling over multiple times.
