David Smerek Obituary: North Royalton Building Commissioner Fatally Shot in Workplace Attack; Murder Charge Filed
The North Royalton, Ohio, community continues to mourn the tragic death of David Smerek, the city’s building commissioner, who was fatally shot while at work at the North Royalton Service Center. His death has left family, friends, coworkers, and residents grieving as investigators continue examining the circumstances surrounding the fatal workplace shooting.
According to authorities, the shooting occurred on July 24, 2026, at the North Royalton Service Center on Royalton Road. Investigators allege that 69-year-old Edward Biesiada entered the building armed with a Glock 43 handgun and shot Smerek three times before placing the firearm on a counter, walking outside, sitting on the ground, and waiting for police officers to arrive. Smerek was pronounced dead at the scene.
Court records reviewed by investigators reveal that the shooting followed a lengthy legal dispute between Biesiada and the City of North Royalton that dated back more than three years. The disagreement reportedly began over a zoning variance involving a neighbor’s fence, a matter in which Smerek, as building commissioner, played an official role. The dispute proceeded through both the Cuyahoga County Common Pleas Court and the Eighth District Court of Appeals before ultimately being dismissed on procedural grounds.
Authorities also noted that on July 20, 2026, just four days before the shooting, the city’s building department issued Biesiada a misdemeanor citation related to the exterior condition of his property. Investigators have not officially identified this citation as the motive for the shooting, and the criminal case remains ongoing.
Edward Biesiada has been charged with murder in connection with Smerek’s death. During his initial court appearance, his bond was set at $15 million. As with all criminal proceedings, the allegations against him remain subject to the judicial process, and he is presumed innocent unless and until proven guilty in court.
The Ohio Bureau of Criminal Investigation is assisting the North Royalton Police Department with the investigation. Authorities continue reviewing evidence and public records to determine the full sequence of events leading to the fatal shooting.
David Smerek dedicated 13 years of service to the City of North Royalton. He began his career as a building inspector before being promoted to building commissioner in 2024. Prior to joining North Royalton, he also served as a building inspector for the City of Brunswick. Colleagues remembered him as a knowledgeable public servant who approached his responsibilities with professionalism and commitment.
Following his death, members of the community gathered for a prayer vigil at St. Albert the Great Parish to honor his memory. City Hall and the North Royalton Service Center were temporarily closed as employees and residents mourned the loss of a respected colleague and public servant.
