Prosecutors have charged 21-year-old Raquan Rahjai Johnson with murder in connection with a drive-by shooting that left one person dead and others endangered during the Memorial Day weekend violence. Authorities allege that GPS data from Johnson’s ankle monitor, along with cellphone records, placed him in the area when the gunfire occurred.
