🚨 BREAKING: Billings Police Shoot and Kill 61-Year-Old Man After He Allegedly Points Gun at Officers
BILLINGS, Mont. — A 61-year-old man was fatally shot by Billings police Monday afternoon after officers responding to a temporary restraining order encountered him armed with a handgun, according to authorities.
Police identified the man as Michael Carr, who also used the name David Fuller. The incident unfolded on Billings’ South Side and remains under investigation by the Montana Division of Criminal Investigation (DCI).
⚠️ Officers Responded to Restraining Order
Billings police said officers were dispatched at approximately 4:12 p.m. Monday to serve a temporary restraining order involving Carr.
The situation quickly escalated. According to police, the individual who requested the restraining order later contacted authorities and reported that Carr had allegedly pulled a gun on him and his son.
Officers subsequently located Carr and attempted to take him into custody.
🚨 Police Say Carr Pointed Handgun at Officers
Authorities said Carr fled on foot toward an apartment complex. During the encounter, he moved through a courtyard where children were present before entering a carport.
Police said officers repeatedly ordered Carr to stop.
According to Interim Billings Police Chief Shawn Mayo, Carr eventually came back out of the carport holding a handgun and pointed it toward officers.
Officer Nathan Finn, 31, then fired four rounds from his department-issued firearm, striking Carr. Officers immediately began providing medical assistance, including CPR, until emergency medical personnel arrived.
Carr was pronounced dead at the scene shortly before 5 p.m., police said.
🔫 9mm Handgun Recovered
Investigators recovered a 9mm handgun at the scene, which police say Carr had been holding during the confrontation. One report identified the firearm as a Beretta APX A1 9mm.
Police have said the circumstances surrounding the use of deadly force will be reviewed as part of the independent investigation.
👮 Officer Placed on Administrative Leave
Officer Nathan Finn, who has been with the Billings Police Department for approximately one year and nine months, has been placed on administrative leave following the shooting.
Administrative leave is a standard step in many officer-involved shooting investigations and does not itself indicate wrongdoing.
The Montana Division of Criminal Investigation is handling the review of the shooting.
Carr Had Extensive Criminal History, Police Say
Chief Mayo said Carr had lived in Billings for at least two years and had relatively limited contact with local police during that period.
However, authorities said his criminal history in Florida dates back to the 1980s and includes allegations or convictions involving aggravated burglary, aggravated assault, weapons offenses and sex offenses involving children.
Police also said Carr had an active local misdemeanor warrant.
Those prior records are separate from the circumstances of Monday’s shooting and do not, by themselves, establish what occurred during the officer-involved confrontation.
Investigation Continues
The DCI investigation is expected to examine the events leading up to the shooting, the actions of Carr, the officers’ response and the circumstances surrounding Officer Finn’s use of his firearm.
Police said this was the second officer-involved shooting in Billings in 2026.
The investigation remains active, and additional details may be released as authorities complete their review.
