The crash occurred around 4:30 a.m. near Conroy Drive, according to New York State Police.
Investigators said Perciful was in the roadway when he was struck by an SUV traveling toward West Carthage. The vehicle was driven by Jeramie Palladino, 53, of Carthage, state police reported.
